Danger Lurks in the Shadows

Across organisations, a quiet but worrying shift is taking place.

Employees are increasingly turning to generative AI tools that were never formally approved by their companies. There are neither nefarious intentions, nor is it because they are trying to break rules, but because the unsanctioned tools are fast, intuitive and, in many cases, simply better than the systems they have been given. When deadlines are tight and productivity is under pressure, people naturally gravitate towards whatever helps them do their work efficiently.

This behaviour is not rebellion. It is adaptation.

People are not trying to bypass governance. They are trying to keep up with expectations that their tools can no longer meet.

The real risk comes from (unintended) exposure, and not from (mal)intent. 

Sensitive documents are copied into public AI tools. Internal research, intellectual property and customer information quietly move into systems that were never designed to provide enterprise-grade accountability. In some cases, AI-generated outputs, often incomplete or incorrect,are reused as facts. Plugins and automated agents introduce unseen paths for data exfiltration. And when something goes wrong, organisations are often left without a reliable audit trail or the ability to reconstruct how a decision was influenced.

In many organisations, confidential material is now moving into generative systems faster than risk teams can even detect, let alone control.

Attempts to ban generative AI rarely work. Shadow AI behaves in much the same way Shadow IT once did: prohibition simply drives usage underground. The real governance challenge is therefore not elimination, but control: gaining visibility, understanding risk, and enforcing guardrails without blocking productivity.

A philosophy (e.g., zero trust) to manage the risk of exposure, rather than eliminate it by implementing continuous monitoring and least privilege access may help with reducing the use of shadow AI within organisations.

Yet Shadow AI is no longer the most underestimated risk facing organisations.
That distinction increasingly belongs to Embedded AI, and it is far harder to see.

The Risk Organisations Inherit Without Realising

Modern enterprise platforms now ship with AI quietly embedded into everyday workflows. Copilots, background analytics, automated recommendations and agent-based features arrive as routine “product enhancements”. In many cases, there is no new procurement process, no architecture review and no explicit decision to adopt AI at all.

Yet suddenly, organisational data is being processed by AI models. Prompts and embeddings are transmitted to vendor-controlled environments. Business processes are influenced by automated reasoning. An organisation may confidently say, “We don’t use AI for that,” while the platform itself absolutely does.

Most companies believe they have a clear view of their AI estate. In reality, much of it is being introduced quietly through software updates.

This creates a structural blind spot.

Most governance frameworks still assume that AI enters the business through a formal project, a defined lifecycle or a recognised transformation programme. Embedded AI bypasses all three. Risk accumulates silently, across data sovereignty obligations, privacy and consent requirements, regulated industry compliance and accountability for AI-assisted decisions.

Release notes may mention “AI-powered improvements”. Defaults may be enabled automatically. Optionality is often unclear. But governance exposure grows with every update.

Why Traditional Governance Is Falling Behind

Many organisations still rely on periodic reviews and manual processes to understand what is running in their environment. But quarterly check-ins are no longer sufficient when AI capabilities can be introduced, activated or materially changed through routine vendor updates.Governance can no longer be a documentation exercise. It must operate at runtime.

Leading organisations are now adopting continuous technical discovery — automated mechanisms that integrate with security, identity and observability platforms to detect newly activated AI features, monitor AI-specific data flows, and identify inference and embedding traffic as it appears. When a platform suddenly begins behaving like an AI system, governance must know — immediately, not months later.

By the time quarterly governance reviews surface new AI usage, the exposure is already live.

Zero Trust principles are increasingly being applied to AI environments: who can activate AI features is controlled, what data can be used in prompts is restricted, where inference traffic can flow is monitored. Further, outputs are logged, agent tools and plugins are limited, high-risk decisions are flagged for human oversight, and evidence is captured continuously rather than reconstructed after an incident.

At this point, governance stops being policy and becomes part of the operating architecture.

The longer AI remains invisible, the more operational the risk becomes.

The Reality Organisations Now Face

Embedded AI operating quietly inside production platforms. And they already have incomplete visibility across both.

The governance question is no longer, “Do we allow AI?” It is now: How quickly can we detect AI, classify its risk and enforce controls when it appears?

If the answer is measured in months, the risk is already operational.
